本プロジェクトは、「トヨタ財団　2018年度国際助成プログラム」の一つとして、日本・ミャンマー・ブータンの過疎高齢化問題の解決のため、各国参加者による相互交流を通して解決策を実践的に模索・試行・追求しようとするものです。本ウェブサイトは京都大学東南アジア地域研究研究所実践型地域研究推進室が管理し、プロジェクトの実践的試行過程を随時報告していきます。

Introduction

 　This project is launched as one of Toyota Foundation International Program and is for searching for solution to depopulation and aging problem in Japan, Myanmar and Bhutan with mutual exchange of participants. This website is managed by department of Practice-oriented area studies of Center for South East Asia Studies, Kyoto University. The process of the practice is informed on this website.

　日本の農村が抱える過疎、若者の農業離れ、高齢化の問題は日本のみならずミャンマー、ブータンにおける共通の課題となっています。これらの問題を克服していくためには、過疎が都市と農村との「経済格差による必然的現象」で「理論的には当然である」という常識を打ち破っていく必要があります。
　この問題の「先進国」である日本では、現在、経済に偏重しない自然との触れ合い、文化プログラムを基本とする地域活性化、地域密着型の手厚い高齢者ケアの福祉・保険活動などによって農村で暮らす価値が再評価されつつあります。また、ブータンではGNHの開発理念と実践によりこの問題に取り組もうという動きが台頭しています。
　本プロジェクトでは、大学教員がリーダーシップをとりつつ、村人・NGO・行政からなる協働チームを国際的に組織していきます。そして、各国での問題の現状と住民組織、NGO、行政の各種プログラムの視察や高齢者ケアへの参加、ワークショップなどによる直接交流によって、経験を共有していきます。その上で、ブータンとミャンマーの農村で暮らす価値を再発見し創造していくために、大学を中心とした村人、NGO、行政が協働する市民ネットワークの構築を目指していきます。

The issue and purpose

The issues of depopulation in rural villages, abandon farming, aging are getting visible not only in Japan but also in Myanmar and in Bhutan. In order to overcome this problem, a new viewpoint is needed to break the common sense that depopulation is an inevitable phenomenon due to economic disparity between urban and rural areas, or it is natural in theory. Japan where the problem increases in severity, it is come to be revaluated the meaning of living rural village by interacting nature that is not economic-oriented, regional revitalization based on cultural program, local-based activity of welfare and insurance for aged people and so on. In Bhutan, they are trying to tackle this problem through the philosophy and practice of Gross National Happiness (GNH).

　In this project, members of universities take leadership and organize international cooperative teams of villagers, NGOs and government officers. The members will share experiences through these direct exchanges such like participating into community organizations, NGO or practical activities of inspection of various governmental program, elderly care and workshops. Then, in order to find and create the meaning of living in village in Bhutan and Myanmar, we try to build network cooperated with villagers centered upon universities, NGO and government.

　日本（高知県土佐郡土佐町、京都府南丹市美山町、京都府宮津市）、ブータン（タシガン県バルツァム郡等）、ミャンマー（マウービン県マウービン郡）を対象地域とします。日本とブータンでは、実際に現地を訪問しながら過疎、高齢化の問題の理解に努めます。各地域で行われている官民学協働による地域連携事業や村人・NGO・行政等による活動を視察し、交流を深めることで、新たな価値の発見をめざします。
　ミャンマーでは日本、ブータンでえられた知見をもとに官民学の市民ネットワーク体制を構築し、試験的に高齢者ケアプログラムを実施します。さらに、ミャンマーでのPRA(Participatory Rural Appraisal:参加型農村評価）や相互交流を通して人々の暮らしを外部の視点から評価し、そこでえられた農村の新たな将来像とともに構築された市民ネットワークを活用しながら、さらなるアクションへの計画書を作成していきます。

Activity and method

 The subject area is Tosa-cho, Miyama-cho, Miyazu-city in Japan, Tashigan in Bhutan, Maubin in Myanmar. We will try to understand the depopulation and aging problem by visiting fields in Bhutan and Japan. We will try to invent value by inspection of local cooperation program in collaboration in Academia, Industry and Government or activities by villagers, NGO and government.

  We will conduct elderly care program on trial in Myanmar on the basis of knowledge learned from in Japan and Bhutan. Furthermore, we will evaluate the living of rural people from outside perspective through PRA (Participatory Rural Appraisal) and mutual interaction. Then, we will draw up further action plans while leverage network that built up with future vision of village from its evaluation.

　
　プロジェクト報告冊子、プロジェクトの活動内容をまとめた映像・資料を含むウェブページ、ブータンとミャンマーでの農村再評価プログラムのアクション計画冊子を日本語と英語で作成します。対象者が参加メンバーやその関係者となりますが、一般の人々にもウェブページを通じて広く発信していきます。

Disclosure of research progress

 We will make out project report brochure, website with picture and data and action plan of village revaluation program in Bhutan and in Japan in Japanese and English. The subject will be the member and the persons concerned, though, we will transmit information across internet to general people.

　本プロジェクトを通して作り上げたブータン、ミャンマーの大学を拠点とした市民ネットワークが機能していけば、参加した村人や拠点機関が中心となり、作成したアクションプランを継続的に実践することができます。その実践と結果を見続けることによって、プロジェクトの参加者以外の村人や拠点機関の人々を含んだ政府関係者も、それぞれの地域の課題を踏まえながら、「農村で暮らすこと」の意味を共有できるようになることが期待されます。特に大学教員が中心的な役割を担って学生たちの参加を促すことで、若者たちの中に農村で暮らすことの再評価が起きることが期待されます。そのことが村人たちの再評価の自覚を触発すると考えられるからです。
この市民ネットワーク運営のためのセンターが、ブータン・ミャンマーの参加者が所属する大学で制度化されていくことが期待されます。

Expected spillover effect

 If the network based university in Bhutan and in Myanmar that built by this project will work well, the action plan will be implemented continually by villagers who participated the project or hub organization. By continuing to check practices and their result, villagers and government officials other than who participated will be able to share the value of “living in village” while taking into account their own rural issues. Especially members of universities take leadership and prompt students to participate into project, it is expected that they will find the value of “living in village” among young generation. And then, it will inspire consciousness of villagers for their revaluation.

 Furthermore, it is expected that the managing center of this network will be institutionalized at university where participants in Bhutan and Myanmar belong.
